Immigration decision a plus for Klezmer tango band

The next time Orquesta Kef gets invited to play in the United States, it may actually be able to get into the country.

The band of young musicians from Buenos Aires, who blend Klezmer music ? traditional instrumental music of Eastern European Jews ? with Argentine tango and folk, were denied entry in November?2009 by U.S. immigration officials. A U.S. Citizenship and Immigration Services director recommended against issuing the group a so-called P-3 a visa to perform at a ?Fiesta Hanukkah? concert in Los Angeles, saying there was no proof the group?s act was ?culturally unique.?

After public blowback, an appeals board re-examined the case and reversed the decision ? but by then Hanukkah had passed and Orquesta Kef never got to play in L.A.


This week, Citizenship and Immigration Services announced it was officially clarifying its definition of ?culturally unique? to specify that it ?is not limited to traditional art forms, but may include artistic expression that is deemed to be a hybrid or fusion of more than one culture or region.?

The new definition will apply to reviews of future applications for P-3 visas from foreign performing artists and entertainers.

?It was something that needed to have a more fine-tuned definition,? said immigration services spokeswoman Sharon Rummery. ?It?s going to make it easier for us to adjudicate cases like these in the future.”

People who want to perform in the U.S. typically need one of the following: a P-1 visa, issued to internationally recognized athletes, artists and entertainers; a P-2, for artists or entertainers in a reciprocal exchange program; a P-3 visa, issued to entertainers participating in a culturally unique program; or an O-1, known as the ?genius? visa, for individuals with extraordinary ability in the arts, athletics, education or sciences (NBA star Dirk Nowitski of Germany, for example, has an O-1).

In its original P-3 denial, an immigration official concluded of Orquesta Kef:

?The evidence repeatedly suggests that the group performs a hybrid or fusion style of music, incorporating musical styles from other cultures and regions. A hybrid or fusion style of music cannot be considered culturally unique to one particular country, nation, society, class, ethnicity, religion, tribe, or other group of persons.?

The band had been booked by the?Skirball Cultural Center, a Jewish cultural institution in Los Angeles, to perform at its annual Hanukkah holiday concert. In the visa application, Skirball included a short biography of the band, describing the ensemble?s? ?unique musical style? as ?based on the millenary force of tradition and the powerful emotion of the Jewish culture, mixed in with Latin American sounds.?

Skirball also provided letters from music experts who testified to the group?s unique sound.

??How more culturally specific can you get than Jewish music of Latin America?” Jordan Peimer, Skirball?s vice president and director of programs,?thought at the time.

The visa denial was the topic of several scathing columns, including a blog post on Foreign Policy magazine?s website sarcastically titled ?Keeping America safe from Latin Klezmer bands.?

Peimer, who said the initial denial was ?a huge missed opportunity,? called the latest decision ?a vindication for the band ? and also a vindication for the American people.??

?It says?our government works,? he told msnbc.com on Wednesday.

Alejandro Filippa, a New York immigration attorney who specializes in artist visa applications, said the immigration agency?s clarification of the definition of ?culturally unique? was a positive step in a world of increasingly diverse and interdependent cultures.

?The door is now more open for an entire new wave of artists to perform in the United States,? Filippa said in an email to msnbc.com. ?Unfortunately, the fact this application was initially denied is indicative of the cultural ignorance of some USCIS officers in adjudicating cases that are more reflective of the modern, diverse international community we now live in.?

As for when Orquesta Kef might finally play in the U.S., Peimer says he hopes to book the band for a future Hanukkah concert.

Today?s interview is with Dr. Tomasz Beer, M.C., F.A.C.P.,? a medical oncologist who holds the Grover C. Bagby Endowed Chair for Prostate Cancer Research and leads a research and clinical trial program at Oregon Health and Science University Knight Cancer Institute, and who specializes in the treatment of prostate cancer. Dr. Beer has been in practice for 15 years and is the author of hundreds of medical publications. He recently co-authored a new book entitled Cancer Clinical Trials: A Commonsense Guide to Experimental Cancer Therapies and Clinical Trials (which will be discussed in tomorrow?s blog post).? Here are his comments on treating prostate cancer:

How long have you been working with prostate cancer?

I have worked with prostate cancer for 15 years and have been actively involved in more than 100 clinical trials for prostate cancer.

What is the most difficult issue(s) for patients with regard to prostate cancer treatment and how does this get addressed?

I don?t think there is a simple answer to this question. For many men, it?s the decision about initial treatment following diagnosis. The choice between surgery, radiation, and observation is very challenging. In advanced disease, it?s often about managing the side effects of treatment to preserve quality of life.

The treatment armamentarium for prostate cancer has recently expanded significantly. How is this changing the actual treatment approach?

There are many more treatment options for advanced disease. When prostate cancer becomes resistant to standard hormonal therapy, we now have a number of life-extending options. That is brand new and very good news.

With all the changes, where do you see a drug like Provenge fitting into the treatment scheme?

Provenge offers a survival advantage for men with metastatic, castration-resistant prostate cancer that are free of symptoms or nearly free of symptoms. The sequence of treatments is in such rapid evolution, that we need to keep paying attention to this question. Because immuno-suppressing drugs may interfere with a response to Provenge, the timing of Provenge treatment needs to consider not only the patient?s condition but also other treatment before and after Provenge. Ideally, patients should not receive steroids or other immuno-suppressive drugs for 3 months before and after Provenge.

In your experience, what percentage of men with prostate cancer agree to enter a clinical trial and does this differ by disease stage? How does this compare to other types of cancer?

I work in a university setting, so the folks I meet may be more inclined to consider trials. In choosing us, they may have expressed an openness to clinical trials, so I don?t know if my experience reflects that of all. Having said that, in our practice more than half of our patients are open to clinical trials and around 25 to 30% end up participating. The level of interest is very high and I think that is true at all stages of the disease.

How do you feel about the proposed changes to the PSA screening recommendations and what do patients generally want to do about annual screenings?

I think men need to understand both the potential benefits and risks of early detection. I don?t think we should be discouraging screening. I think we should be discouraging screening without a balanced and thorough discussion. New data from additional follow-up of the European study are showing more favorable results than initially reported and I would think that the USPSTF should consider these new data and think about these tough issues some more.

What should new drug developers keep in mind as they develop new therapies for prostate cancer?

With so much progress over the last few years, it would be easy to think that prostate cancer is saturated with new drugs. This is not so. Men are still dying of the disease and we need to continue to strive to make progress until that changes. The field is more complicated and new drugs need to be quite a bit better than current drugs to compete, but the need remains.

And last, tell us a bit about your new book?

Co-authored with Larry Axmaker, a cancer survivor and clinical trial participant, the book,?Cancer Clinical Trials: A Commonsense Guide to Experimental Cancer Therapies and Clinical Trials, is designed to demystify clinical trials for cancer patients and their families and loved ones. Florida: Police Switch To Controversial Digital Communication …

The Jupiter Police Department on Monday transitioned from its analog public safety radio system to the new OpenSky digital system.

The move allows for ?improved police response and officer safety,? according to a statement released by the department. The transition, which took place around noon, did not disrupt the department?s service.

Several other law enforcement agencies in Palm Beach County also have OpenSky ? including Palm Beach Gardens, Juno Beach, Atlantis and Palm Beach. The system has proven to be controversial in the central part of the county, where buildings prevent effective communication between officers.

The county?s inspector general launched a wide-ranging audit of the multi-city police radio system in October, after disputes among West Palm Beach city officials and technical advisers over whether the radios would put officers? lives in jeopardy.

Inspector General Sheryl Steckler said in October that her office began auditing the consortium of city representatives setting up the OpenSky radio system, after a series of Palm Beach Post articles detailed how West Palm Beach officials buried critical reports by their own technical team. West Palm Beach is now looking to drop out of the consortium, despite having invested $5 million in OpenSky.

Initially, all Palm Beach County cities and towns with police departments were a part of the consortium. All have since opted out, except Palm Beach Gardens, Jupiter, Juno Beach, Atlantis, Palm Beach and West Palm Beach. The Palm Beach County School District also has stayed with the consortium.

Fotolia 31174252 XS 264x300 Skin Cancer Awareness: With Melanoma Rising Among Young Adults, New Treatments Could Play a Key RoleAs the U.S. observes Skin Cancer Awareness Month in May, a report published in the April issue of Mayo Clinic Proceedings has some sobering news for young adults: The incidence of melanoma increased eightfold among young women and fourfold among young men from 1970 through 2009.

And, according to the May 11 issue of Morbidity and Mortality Weekly Report, published by the Centers for Disease Control and Prevention, age-adjusted incidence rates of melanoma have increased in recent years; although protective behaviors such as sunscreen use, shade use, and wearing long clothing to the ankles have increased, sunburn prevalence remains high, with 50 percent of all adults reporting at least one sunburn in the past 12 months.

?These numbers illustrate the dire need for novel treatments for melanoma, which is commonly believed to be the most harmful form of skin cancer,? says Punit Dhillon, CEO of San Diego-based OncoSec Medical Inc., a company developing its advanced-stage OncoSec Medical System? (OMS) ElectroOncology therapies to treat solid tumors.

OncoSec?s ElectroOncology treatment consists of two main components: The first is an agent capable of selectively killing cancerous cells or stimulating the immune system to kill cancerous cells; the second is a novel delivery system for the agent.

Most drugs and all genes must enter into a cell in order to perform their intended function. Finding a safe and effective method of delivering potentially useful agents into cells has been a persistent challenge for researchers and physicians. OncoSec?s proprietary delivery system directly addresses this challenge.

It accomplishes this by harnessing a scientific phenomenon known as electroporation. By applying a brief electric field to the surface of the tumor ? delivered via a six-pronged electrode at the end of a handheld applicator ? pores temporarily open on the surface of the cancer cells, allowing an immunotherapy agent, DNA IL-12, to be absorbed more quickly and get to work by boosting the immune system to attack cancer cells.

Currently, three Phase II clinical trials to test OncoSec?s technology are underway, not only in metastatic melanoma but also in Merkel cell carcinoma and cutaneous T-cell lymphoma. There are currently few, if any, treatment options for these cancers. The clinical trials are being conducted at distinguished academic institutions. The University of California San Francisco (USSF) is hosting trials for T-cell lymphoma and melanoma, while the University of Washington in Seattle is hosting a trial for Merkel cell carcinoma. The UCSF melanoma trial is enrolling approximately 25 patients with advanced-stage cutaneous, in-transit malignant melanoma; the lymphoma trial at the same site is enrolling approximately 27 patients. Meanwhile, the Washington trial is enrolling approximately 15 patients with Merkel cell carcinoma.

?Despite the best prevention efforts, melanoma continues to be a life-threatening, difficult-to-treat cancer,? says Mr. Dhillon. ?During Skin Cancer Awareness Month, we encourage those suffering from melanoma and other forms of skin cancer to talk to a doctor about the possibility of enrolling in a nearby clinical trial.?

(AP) ? George W. Bush is backing presumptive Republican White House nominee Mitt Romney.

The former president offered a four-word endorsement of Romney as the doors of his elevator were closing after a speech Tuesday in Washington.

Bush said: “I’m for Mitt Romney.”

ABC News caught Bush after the speech, prompting his unscripted ? but not surprising ? endorsement.

Bush’s parents, former President George H.W. Bush and Barbara Bush, endorsed Romney in March during an appearance in Texas. Former Florida Gov. Jeb Bush also publicly backed Romney.

Romney’s campaign issued a brief statement welcoming the support.

Since leaving office in January 2009, George W. Bush has tried to avoid politics. He left Washington deeply unpopular with voters who blamed him for the economic crisis that unfolded on his watch.

California is just a few years ahead of the US in the financial death spiral.

As goes California, so goes America, they say. Behold, the ultimate fate of the Blue State Model, which Obama is furiously turning into the National Blue Model.

Gov. Jerry Brown released a plan to close California’s rapidly growing deficit by switching state offices to a four-day week, slashing welfare benefits and healthcare for the poor and relying on a variety of short-term fixes all in the hopes that voters will give the state some breathing room by raising taxes in November. The governor, who unveiled his revised budget proposal in the Capitol on Monday, is facing a nearly $16-billion budget gap, far larger than the $9.2 billion he predicted in January. He warned that the deficit could grow significantly if voters reject his proposed ballot measure to raise the state sales tax and income levies on the wealthy. That would trigger additional cuts, including reductions in public education equivalent to lopping three weeks off the school year, he said. “I’m linking these serious budget reductions with a plea to the voters: Please increase taxes temporarily,” Brown said at a morning news conference.

Here’s why you can’t elect Democrats to run statewide office: They are beholden to the bureaucracy, which is determined to fleece the taxpayer.

To save $400 million, he’s negotiating with public labor unions to reduce the state workweek to 38 hours, worked over four days a 5% cut in payroll costs.

He has to negotiate allowing people to work 20% fewer days per year in exchange for a 5% reduction in income? Is this that tough a sell? I think most people would be on the fence about it — 5% less in pay, yes, but then again, 20% less in commuting costs, less expenses during the workweek (no child care costs one day a week), and three days off every week. This is almost something you’d just agree to without anyone pressuring you to do so. And a 5% cut in pay is the best he can do? Why not something more reasonable, like 10%? They’re overpaid as it is.

He added: “This is the best that I could do.”

Oh, I guess that is the best he can do. And then: Everyone else’s taxes go up, to continue supporting government union employees. Although Obama lies about it — with the media his coconspirators — this is exactly the choice America faces. You cannot close the deficit with taxes on the rich — you will need to hit the middle class, just as California plans to do (through increased sales taxes). You can have a government that’s flush with money or you can have low taxes — you cannot have both, and the liberals continue to prosper only because they lie about this simple fact (and too many of the public are willing to believe it). California is two years of America. And both are just a few years ahead of Greece.

Greek depositors withdrew 700 million ($898 million) from local banks Monday, the countrys president said, as he warned that the situation facing Greeces lenders was very difficult.
